In termini di tempistica il testo stabilisce per i trattori stret-
ti – per effetto delle possibilità offerte dalla normativa – il
mantenimento in vigore delle norme relative alla “Fase III
B” in pratica sino al 2021, e dopo questa data l’adegua-
mento delle macchine direttamente ai requisiti fissati per
la “Fase V”.
«Questa soluzione consente di saltare un passaggio inter-
medio (Fase IV) che avrebbe costretto le industrie a ripro-
gettare le macchine per un brevissimo lasso di tempo per
poi modificarle nuovamente dopo il 2021 – spiega Manlio
Martilli, presidente di Assotrattori, l’Associazione che al-
l’interno di FederUnacoma raccoglie le industrie italiane co-
struttrici – e rappresenta l’opzione più corretta per l’indu-
stria italiana, che ha proprio nei trattori stretti uno dei suoi
prodotti d’eccellenza e che mira a conciliare l’adeguamen-
to alla normativa con le necessità degli agricoltori e con le
esigenze di massima funzionalità dei mezzi meccanici».
Il nuovo Regolamento – che si applica con queste partico-
lari modalità ai trattori specializzati ma che riguarda in sen-
so generale una vasta gamma di mezzi meccanici dalle mac-
chine da cantiere ai gruppi elettrogeni, dalle automotrici e
locomotive alle navi per la navigazione interna fino alle mac-

As regards the timetable established for narrow track trac-
tors, the norm will allow compliance of these machines with
the Stage III B emission standard until 2021 to then follow a
direct move for them to compliance with Stage V.
Manlio Martilli, the president of Assotrattori representing trac-
tor manufacturers in the Italian Agricultural Machinery Manu-
facturers Federation, FederUnacoma, commented, “This solu-
tion makes it possible to skip the intermediate step (Phase IV)
which would have forced the Italian manufacturing industries
to redesign their machines for a very short period and then ap-
ply a new change after 2021.” He also affirmed that this was
“the right option for the Italian industry with their narrow track
tractors, products of excellence, and is aimed at reconciling

The European Parliament has approved emission
standards for engines used in new non-road mobile
machinery, NRMM. The norm sets severe parameters for
safeguarding the environment but acknowledges the
specifics of vineyard and fruit orchard tractors to allow
them to move from the current Stage IIIB to Stage V in
2021 to give manufacturers more time to design
solutions for the installation of after-treatment systems
compatible with the size of the engine without altering
operational requirements of these tractors
