quisto, o il noleggio con patto di acquisto, di massimo due mac-

chinari, combinati secondo le seguenti opzioni: a) un trattore

agricolo o forestale più una macchina agricola o forestale dota-

ta o meno di motore proprio; b) una macchina agricola o fore-

stale dotata di motore proprio, più una macchina agricola o fo-

restale non dotata di motore proprio; c) due macchine agricole

o forestali non dotate di motore proprio. Per partecipare al ban-

do – è specificato nella nota diffusa dall’INAIL – occorre dimo-

strare, tramite perizia giurata, l’utilità delle macchine che si in-

tende acquistare in termini di efficienza, eco-compatibilità e si-

curezza. La procedura di assegnazione dei fondi si articolerà in

due momenti: quello di “pre-registrazione” (che inizia il 10 no-

vembre e si conclude il 20 gennaio 2017) e quello successivo

di effettiva richiesta (“click day”) a partire dal mese di marzo.

«Il fatto che l’operatività del provvedimento slitti a novembre è

un motivo di preoccupazione per i costruttori di macchine agri-

cole – osserva il presidente di FederUnacoma Massimo Goldo-

ni – perché avrà l’effetto di congelare per altri mesi un mercato

che è in grave affanno e che avrebbe dunque bisogno di inter-

venti rapidi». «Tuttavia – sostiene Goldoni – è importante che il

provvedimento sia finalmente in pista, e come Federazione fa-

remo di tutto per favorire un massiccio e proficuo utilizzo dei fon-

L’apertura dei bandi coincide peraltro con l’avvio della 42ma edi-

zione di EIMA International (Bologna 9-13 novembre) – fa nota-

re FederUnacoma che è organizzatrice della rassegna – e que-

sta concomitanza verrà valorizzata con l’istituzione, all’interno

del quartiere fieristico, di uno Sportello Tecnico dedicato ad agri-

coltori e operatori professionali del settore che abbiano inte-

resse a conoscere, in modo pratico e puntuale, le procedure per

la presentazione delle domande e quindi per l’accesso al finan-

An INAIL communique said to qualify for request, the appli-

cant must produce a legal evaluation of the usefulness of the

machine intended for purchase as regards efficiency, eco-

compatibility and safety.

Two steps will be involved in assigning the funds: pre-regis-

tration beginning next November 10

and closing January

, 2017, and the successive request, click day, beginning

in March.

Massimo Goldoni, the president of the Italian Agricultural

Machinery Manufacturers Federation, FederUnacoma, com-

mented, “The fact that the enactment of the measure has

been pushed back to November is a cause of work for agri-

cultural machinery manufacturers because the effect will

be to freeze the market for further months causing serious

anxiety in need of speedy interventions. However,” he con-

tinued, “it’s important for the measure to be finally on track

and as the federation, we will do everything to favor the

massive and fruitful use of the funds allocated.”

International noted that the opening for applications coin-

cides with the start of the exposition and said INAIL will take

advantage of the fact by opening a Technical Window for farm-

ers and professionals in the sector interested in getting prac-

tical and timely information on the procedure for filing re-

quests for access to the financing.

Il finanziamento pubblico per l’acquisto di macchine sicure, che

verrà gestito in termini operativi dall’Inail, interviene in una fase par-

ticolarmente critica del mercato italiano e può contribuire a riatti-

vare un meccanismo positivo motivando le imprese agricole ad un

progressivo svecchiamento del parco macchine. I dati elaborati da

FederUnacoma, sulla base delle registrazioni fornite dal Ministero

dei Trasporti, indicano nei primi otto mesi dell’anno (gennaio-ago-

sto) un numero complessivo di trattrici immatricolate pari a 12.186

unità, che corrisponde ad un calo del 2,9% rispetto all’agosto 2015.

In calo anche le mietitrebbiatrici, che negli otto mesi registrano un

passivo del 5,8% a fronte di 260 unità vendute, mentre in recupe-

ro risultano le trattrici con pianale di carico (+16,8% per 536 unità)

e i rimorchi (+3,6% per 6.400 unità). I segnali di recupero per que-

ste ultime categorie di macchine – osserva la federazione dei co-

struttori – non autorizzano a parlare di un’inversione di tendenza,

e i volumi di mercato persi negli ultimi anni pesano ancora molto

sui bilanci del settore. I nuovi incentivi, se combinati con un utiliz-

zo più incisivo dei fondi PSR, possono tuttavia sostenere il com-

parto e spingere quella politica d’innovazione tecnologica che è ne-

cessaria per la competitività dell’economia primaria.

Public financing for the purchase of safe agricultural machinery to be

managed by INAIL, National Institute for Accidents at Work Insurance,

is arriving in the midst of an especially crucial time for the Italian market

and can help reactivate a positive shift by motivating farming enter-

prises to progressively renew an old and obsolete machinery

inventory. Ministry of Transport data elaborated by FederUnacoma,

the Italian Agricultural Machinery Manufacturers Federation, point to

a decline in tractor registrations by 2.9%, down to 12,186 units sold

in the first eight months of the year, January-August, compared to the

same period in 2015. Also combine harvesters were on the downsi-

de in this period, off by 5.8% to 260 units sold against a 16.8% sur-

ge for transporters, up to 536 units, and trailers, ahead 3.6% on

6,400 units moved. The manufacturers federation noted that the si-

gnals of recovery for these items, however, do not allow talk of a re-

versal of the trend in that the market volumes lost in recent years

still weight heavily against the balance sheet for the entire sector.The

new incentives, if combined with more precise used of European

Union Regional Development Programs funding, could support the

sector by driving technological innovation policy needed for the com-

petitiveness of the primary sector.
