za un aspetto essenziale della vita quotidiana, di una preoccupazione
per laqualitàdellapropria vitaedi quelladegli altri.
In ordine a tutto questo l’Italia può ritenersi un Paese evoluto? L’entra-
ta in vigoredel Decreto Legislativon.81del 9aprile2008 inmateriadi
tutela della salute e della sicurezza nei luoghi di lavoro ha indiscutibil-
menteapportatodei significativi cambiamenti rispettoal passato.Daal-
lora, tra una proroga ed un’altra, il tema permane nell’agenda politica
conmisure e sviluppi che non sembrano rispondere alle esigenze del
Paese. Lecronachenazionali, infatti,continuanoa riportarenumerosi ca-

of a society.This isachievedat two inseparable levels.Onone isa sys-
temof regulationsaimedat guaranteeing thebest conditions for safe-
ty in life and in the work requirement, and the other is the widespread growth
of amentality,anoutlookwhichconsiderssafetyasanessential component for
daily life and concern for one’s own life and that of others.
In these terms, can Italy be considered an evolved country? The enactment of
LegislativeDecreeno.81ofApril 9,2008on safeguardinghealthand safety in
placesof workundoubtedly brought in substantial changesoverwhat prevailed
in thepast.Since then, fromone renewal andanother, thematter has remained
on thepolitical agendaasmeasuresanddevelopmentswhichdonot appear to
respond to the country’s requirements. National news stories, in fact, continue
to report numerous accidents on the job.Thesedeaths aredescribedas “white
deaths” (morti bianche) in Italian because the impression is that no one is re-
sponsible, a concept which goes back to a tragic fatality worthy of only a few
lines in an online local edition or not even that. Death comes through lack of
caution or distraction, excessive confidence in one’s one skills and experience;
onediesbecause the ruleswerenot respected,becauseof apreference to tam-
per with, or even set aside, the devicewhich could have saved one’s own life if
properly used.
This white death phenomenonmakes no distinction: building construction, in-
dustry, services, crafts and others all pay a heavy price in human life.The agri-
cultural sector is no exception, though perhaps it arouses less noise, and the
dataare clear: accidents in the field kill aperson every twodays.
Themost recent report preparedbyAsap,anassociationof highwaypolice sup-
porters, disclosed alarming data on accidents involving agricultural machinery.
Themonth ofMay this year was especially dramatic as the result of tractor ac-
cidents in the fields. TheCentauro-AsapsObservatory reported29episodes in
the first fifteen days of themonth resulting in twenty deaths, seventeen who
