Partendodal trenddi questi dati, i quali si discostanodi pocheunitàdi
anno inanno,edalle cause che li determinano, FederUnacomahaade-
ritoai numerosi tavoli tecnici indetti dall’Inail aventi comeobiettivoquel-
lo di stilare delle LineeGuida per fornire agli utilizzatori uno strumento
utilesucomeadeguare lepropriemacchineagricole. Primadell’emana-
zionedelleLineeGuida Inail per l’adeguamentodei trattori (anno2009),
su 1.600.000 unità di trattori circa, 700.000 risultavano sprovviste di
ROPS,mentre1.200.000di cinturedi sicurezza; grazieall’attivitàdi ade-
guamento che ha fatto seguito all’applicazione delle LineeGuida Inail,
80.000 trattori sonostati dotati di strutturedi protezione in casodi ca-
povolgimento.
Numeri che fannocapirepiùdi tanteparolecomeancorasi siaben lon-
tani da un adeguamento complessivo del parco trattori nazionale alle
normedi sicurezzaminime.
Perovviarea tuttociòsi potrebbepensareadungeneralesvecchiamento
del parco trattori nazionaleattraversounaseriedi incentivi chepuntino
alla rottamazionedellemacchineormai obsolete,dasostituire con trat-
tori tecnologicamenteavanzati,dotati di tutte lemisuredi sicurezzanon-
chéergonomicamentemeglio rispondenti alleesigenzedel lavorochegli
agricoltori sono chiamati asvolgere.
Ma, da un lato la difficoltà da parte della politica di riuscire a reperi-
re le considerevoli somme di denaro da investire in un progetto di
questa portata, dall’altro i possibili tempi di attuazione (si consideri
che il numero di trattori italiani venduti in un anno si attesta intorno

equippedwith safetymeasures aswell as the ergonomicswhichbest fulfill the
requirements of the operations performedby farmers.
However,on theonehand there is theproblem for politiciansof comingupwith
considerable sumsofmoney to invest inaproject of this scopeand,on theoth-
er, is the timepossibly taken tocarry it out – in light of the fact that thenumber
of tractors sold in Italy come toabout 18,000units a year, thismeans that the
“replacement” time could goon for some thirty years – to ruleout this solution,
at least for the immediate future.
Instead, the revision of agricultural machinery wouldmake it possible to draw
onan immediateandefficient instrument toactuallydetermine thepresenceof
safety requisites prescribed by law, to become an acceptable alternative for
reaching suchan important objective.
Thepolitical arena seems tohaveunderstood the that preventive strategy, the
instrument of revision, could work to avoid the phenomenon of fatalities on
