Psr da seguire. Ancora più complesso è identificare le misure specificatamente dedicate alla meccanizzazione nel proteiforme mondo dei Piani di sviluppo rurale. Il Piano Strategico della Pac italiano ha incluso 173 interventi con una dotazione finanziaria complessiva di quasi 37 miliardi di euro per il periodo 2023-2027. Piano che, attraverso i Psr regionali, si pone obiettivi ‘alti’ come il miglioramento della competitività del sistema agroalimentare e forestale, la promozione della sostenibilità ambientale e l’incremento dell’adozione di tecnologie innovative e “risparmiose”. In quest’ambito si inseriscono i finanziamenti per l'ammodernamento delle aziende agricole, contesto nel quale diverse amministrazioni regionali hanno inserito agevolazioni all’acquisto di macchine e attrezzature. In altri casi l’inserimento nei bandi di misure che finanziano l’adozione di tecniche conservative (lo ha fatto ad esempio la Lombardia) è servito e serve da volano per l’acquisizione di attrezzature specifiche. Pur in un quadro nazionale abbastanza definito, in grado di delineare il perimetro degli interventi finanziabili, alcune scelte relative alla meccanizzazione e alle attrezzature rimangono di egida regionale. E considerando che davanti ci sono ancora tre anni di programmazione vale la pena continuare a seguire con una certa attenzione l’uscita dei prossimi bandi attuativi. In un contesto generale che, peraltro, è in continuo movimento anche a livello comunitario. Proprio negli ultimi giorni di febbraio 2025, la Commissione europea ha presentato il Green Industrial Deal con tre obiettivi chiave: ridurre i prezzi dell’energia, promuovere la domanda di prodotti puliti e finanziare la transizione ambientale. Un piano per il quale l’esecutivo comunitario prevede di mobilitare una cifra di assoluto rilievo – fino a 100 miliardi di euro –- e che non potrà non avere conseguenze anche sul settore della meccanizzazione, sia a livello industriale che di utilizzatore finale.
