n. 12/2024 35 EIMA SPECIAL Transition 5.0: new strategic targets progetti entro il 28 febbraio 2026 (fatta salva la richiesta di proroga avanzata dal governo italiano, ndr). «La Transizione 5.0 è l’evoluzione della 4.0 con l’aggiunta di una forte spinta sulla sostenibilità ambientale e sulla riduzione dei consumi energetici. I fondi messi a disposizione sono cospicui, 6,3 miliardi di euro, e – ha spiegato Miotti – andranno a finanziare progetti di efficientamento energetico (3,7 miliardi di euro), sistemi per l’autoproduzione e l’autoconsumo da fonti rinnovabili (1,89 miliardi di euro), formazione del personale per la transizione verde (630 miliardi di euro)». Per accedere ai finanziamenti, in forma di crediti d’imposta, occorre presentare un progetto di innovazione che porti alla riduzione dei consumi di almeno il 3% sull’intero progetto o di almeno il 5% sul singolo processo. «Le aliquote – ha continuato Miotti – sono interessanti e vanno dal 35 al 45% per investimenti fino a 2,5 milioni di euro, dal 15 al 25% per investimenti compresi fra 2,5 e 10 milioni di euro e fra il 5 e il 15% per investimenti compresi fra 10 e 50 milioni di euro. Ma occorre sottolineare che l’iter burocratico è impegnativo e richiede un certificato ex ante che fotografi la situazione di partenza e un certificato ex post che identifichi la situazione finale e il risparmio energetico ottenuto». Non sono poche le differenze fra 4.0 e 5.0. Il credito d’imposta nella transizione 5.0 può essere liquidato anche in un’unica soluzione e per le spese di certificazione sono previsti fino a 10 mila euro di contributo, aspetti entrambi non presenti nel 4.0. Così come la transizione 5.0 prevede anche un finanziamento fino al massimo del 10% di quello relativo al bene strumentale per la formazione. L’iter complesso e la “concorrenza” del 4.0 hanno tenuto lontano gli investimenti (meno di 100 milioni di euro di progetti finanziati) ma nei prossimi mesi, con la più chiara definizione dell’operatività, è probabile che le domande subiscano un’accelerazione. Certo alcuni vincoli emergono. Ad esempio per i trattori. «Solo quelli che passano da Stage I a Stage V possono accedere alle agevolazioni della Transizione 5.0. Meno complesso – ha concluso il consulente del Ministero delle Imprese e del made in Italy Marco Belardi – è ottenerle per le attrezzature innovative per le quali, come parametro di riferimento per la riduzione dei consumi, occorre basarsi sui consumi del trattore». 4.0 investments included in energy efficiency projects (EUR 3.7 billion), systems for self-production and self-consumption from renewable sources (EUR 1.89 billion), and staff training for the green transition (EUR 630 million). To access funding, in the form of tax credits, it is necessary to present an innovative project that leads to a decrease in consumption of at least 3% on the entire project or at least 5% in a single process. There are quite a few differences between 4.0 and 5.0. The tax credit in Transition 5.0 can also be paid out as a lump sum solution and a contribution of up to EUR 10 thousand is envisaged for certification costs, neither aspect was included in Transition 4.0. Transition 5.0 also provides for financing up to a maximum of 10% of that relating to the instrumental good for training. The complex process and the “competition” of 4.0 have kept investments away (less than EUR 100 million of funded projects) but in the coming months, with the clearer definition of the operations, it is likely that the application submissions will increase. Of course, there are some constraints to take into account. For example, for tractors: "Only those that go from Stage I to Stage V can access the benefits of Transition 5.0.
